Tim Geithner, US Treasury secretary, has urged politicians and central bankers to rekindle growth by casting aside “political paralysis [and] misplaced fears about inflation and moral hazard”, as forecasts suggest the world’s richest economies are likely to stagnate for the rest of the year.
Writing in the Financial Times, Mr Geithner called on US lawmakers to support a “substantial package of public investments” to boost jobs, Europe to resolve its sovereign debt crisis, and China to strengthen domestic demand and allow the renminbi to appreciate.
His appeal for urgent action followed the release of extremely weak economic forecasts for the rest of the
year from the Organisation for Economic Co-operation and Development.
In a downward revision of its previous forecasts, the OECD predicted that advanced economies will barely grow in the second half of this year, and reversed earlier recommendations for higher interest rates and rapid deficit reduction.
The OECD expects quarterly growth rates in the G7 to average less that 0.2 per cent in the third and fourth quarters, with a chance of another recession.
“If there are prospects for a long-lasting slowdown in activity, countries that have . . . credible fiscal frameworks are in a better position to react and should do so,” Pier Carlo Padoan, the OECD’s chief economist, said.
Mr Geithner made it clear that President Barack Obama, who was scheduled to unveil a stimulus programme on Thursday evening, would fight rapid fiscal tightening in 2012 and called on others to follow suit.
He also insisted that “none of the major central banks are out of ammunition” in the fight to prevent another slide into economic crisis.
Ben Bernanke, US Federal Reserve chairman, said separately that the central bank “will certainly do all that it can to help restore high rates of growth and employment”.
But in his speech in Minneapolis, Mr Bernanke avoided any discussion of the Fed’s options at an extended monetary policy meeting scheduled for September 20-21.
On Thursday, however, central banks in Europe ignored similar calls for greater urgency in their response.
Also on Thursday, the European Central Bank left monetary policy unchanged even though it revised its economic forecasts downwards and Jean-Claude Trichet, ECB president, said the eurozone economy was subject to “intensified downside risks”.
The Bank of England also refused to restart quantitative easing in the face of a near stagnant economy.
